Monitoring for ELA Literacy Program

Project Background:

The Program for Enhancement of Literacy in Afghanistan (ELA) is a national initiative of the Ministry of Education (MoE) aimed at improving literacy, numeracy, and vocational skills for adults (above 15) across all 34 provinces. UNESCO has collaborated closely with the MoE on the ELA program since 2008.

Project Challenge:

Strengthening the ELA program’s monitoring system, particularly in remote locations where frequent in-person visits are difficult.

Project Solution:

Beyondsolutions, in partnership with Fastrack, developed a mobile application to:

  • Enhance Monitoring and Quality: The app facilitates data collection and improves the quality and effectiveness of ELA courses.
  • Increase Transparency and Accountability: The solution promotes transparency in project implementation and fosters accountability for stakeholders.
  • Enable Remote Monitoring: The app establishes a robust remote monitoring system, overcoming access challenges in remote areas.

Project Impact:

The mobile learning and monitoring app developed by Beyondsolutions and Fastrack empowers the MoE and UNESCO to effectively monitor and improve the ELA program. This fosters program effectiveness, ensures transparency, and ultimately contributes to achieving the ELA program’s goals of enhancing literacy and skill development for Afghan adults nationwide.
