Project Background:

The HLP-MAIL Monitoring and Evaluation (M&E) system plays a crucial role in tracking project performance and providing data to stakeholders like the World Bank. To enhance data collection and verification, the World Bank recommended incorporating new technologies.

Project Solution:

Beyondsolutions core team successfully completed the pilot project to demonstrate the effectiveness of a Geo-Locational Monitoring (GLM) system using GPS-enabled cameras for HLP’s M&E unit.

GLM System Functionalities:

  • Rapid and Reliable Ground-Truthing: Field verification missions could capture geo-tagged, time-stamped photographs of project sites, offering a faster and more reliable method for data verification.
  • Enhanced Data Collection: The GPS-enabled cameras facilitated the collection of accurate location data alongside other project information.
  • Efficient Data Management: Collected data could be uploaded directly to a central HLP database, streamlining data management processes.

Project Scope:

The pilot project, conducted in Mir Bacha Kot, Kabul, focused on collecting field data related to:

  • Poultry Production
  • Vineyards
  • New Vineyard Development

Integration with GIS:

The project explored linking the collected mobile survey data with an online GIS application. This integration enabled visualization of the collected information on various GIS layers and satellite imagery, offering a valuable spatial analysis tool for project monitoring.

Project Impact:

The completed pilot project successfully demonstrated the potential of using a GLM system for HLP’s M&E activities. This innovative approach offers a more efficient, accurate, and reliable method for data collection and verification, ultimately contributing to improved project monitoring and evaluation processes.
